What a foreigner may own in the UAE is decided by the emirate and by the exact area inside it, not by the country. Dubai keeps a list of designated freehold areas where a foreign buyer holds the property in perpetuity and in their own name; outside that list only a long lease is available. Neighbouring emirates run their own rule, and it has to be checked before the deposit, not after.
