Reciprocity, the requirement that Turkish citizens hold an equivalent right in the buyer's own country, was dropped in 2012, and citizens of 184 countries may now buy without that condition. The open list still comes with two frames: an area cap and zones that are closed to purchase entirely. The full official text of the military restricted zones law and an up to date map of those zones were not found in open sources, so for a specific plot the restriction can only be checked through the Land Registry by cadastral number, not from a map found online.

A cheaper short term residence permit opens at 200,000 USD in residential property, while full citizenship needs at least 400,000 USD and a materially stricter check. Talk of raising the citizenship threshold to 500,000 USD in 2026 appears in industry reviews, but neither the official gazette nor the responsible ministry has confirmed it - this is a market expectation, not a decision taken.

What can go wrong

The Turkish market carries two risks of a different nature, and both are measurable: the structural seismic risk of the older housing stock, and visibly cooled demand from foreign buyers.

The Kahramanmaras earthquake of 6 February 2023 killed more than 50,000 people and exposed decades of unenforced building codes, a problem known since the 1999 Marmara earthquake.

Since 2019 all new construction must meet the TBDY 2018 seismic code, and buildings put up after 2007 show markedly better seismic performance than the older stock. The practical consequence: check a building's age and construction permit date as carefully as its title.

Home sales to foreigners eased to a nine year low in 2025, 21,534 deals against a peak of 67,490 in 2022, and the foreign share of total sales fell to 1.3 percent.

How do I go about selling the property later?

A sale is possible at any time, but with timing caveats. Capital gains tax drops to zero only after 5 years of ownership; an earlier sale is taxed at a progressive rate of 15 to 40 percent together with the owner's other annual income. If the property was used for citizenship by investment, a no resale restriction sits on the title for 3 years. If the purchase was VAT exempt as a non-resident foreign currency deal, reselling within 1 year cancels the exemption and VAT is collected retroactively - worth factoring into an exit plan.

What documents are needed for the deal?

Hiring a lawyer is not mandatory: the deal goes through the Land Registry and a foreigner can file the paperwork alone. Still, the UK Foreign Office and specialist law firms advise using an independent lawyer, since most risks appear before the tapu transfer. Due diligence usually covers the seller's registered title, mortgages or liens, whether the building matches its permit and has an iskan certificate, absence from a military restricted zone, and the validity of any power of attorney. Legal fees are set individually, while a separate mandatory valuation report for citizenship, residency or a mortgage costs, according to law firms, about 300-500 USD.

What kind of rental yield can I expect?

The published gross yield for the country is about 7.3 percent, up to 9.6 percent in Istanbul for two bedroom flats, and 7 to 11 percent in the Antalya and Alanya tourist zones on short lets. Net yield runs 1.5 to 2 percentage points below gross. We do not compute a rental model for Turkey, so we do not preset a default rate.

How do guaranteed rental income programs work?

Some developers offer guaranteed rental income schemes (kira garantisi): a separate contract obliges the company to pay the investor a fixed sum regardless of whether the unit is actually rented. Rates usually run 5 to 7 percent a year of the purchase price, with a guarantee term of 1 to 5 years, often renewable. This is not a state guarantee but a private contractual promise of a specific developer or management company, so payment depends on its solvency. According to Turkish legal practice sources for 2026, buyers should check before signing who bears the obligation and whether it is recorded on the title deed.

Is a visa required to own property?

No visa is required to buy or own property: a foreigner's title is not tied to residence status. The reciprocity requirement was dropped in 2012, and a citizen of any of the 184 eligible countries can buy, subject to a check for military zones and the area caps. Legally staying in the country is a separate matter: ordinary visa rules apply for entry, and owning a property worth 200,000 USD or more only creates eligibility to apply for a short term residence permit, it does not require obtaining one.
